Job Summary: Manage recruiting and selection activities to employ, place and/or transfer internal and external candidates for Business Divisions. Serve as the liaison between capture efforts, program requirements and staffing organization.

Principle Accountabilities:

  • Key integrator between the divisions & SBUs, staffing and business development.
  • Regulates hiring policies and procedures within corporate and national standards.
  • Develop strategies supporting capture efforts and program staffing requirements.
  • Ensure compliance with State, federal and local employment laws governing the employment process to include OFCCP compliance.

Responsibilities May Include:

  • Identifies initiates and maintains relationship with outside sources of candidates.
  • Directs the design and placement of employment advertising and job fairs.
  • Ensures adherence to federal, state and local regulations governing the employment process.
  • Develop and deliver resources to insure timely/quality response to internal customer recruiting, sourcing and transfers.
  • Investigate and recommend improvements to Divisions for recruiting, hiring and retaining employees.
  • Ensure compliance with company policies, procedures and related corporate practices.
  • Participates in development goals, objectives and systems.
  • Advises management and staffing in appropriate resolution of employee relations issues.

Knowledge & Skills:

  • Knowledge of federal, state and local regulations and laws.
  • Proficient in Microsoft applications (Word, Excel, Access).
  • Working knowledge of Human Resources Information Systems (HRIS).
  • Excellent communication, effective leadership and interpersonal skills.
  • Knowledge of the aviation industry and program operations.
  • Experience in program ramp up and workforce transitions.
  • Knowledge of Applicant Tracking Systems (ATS).

 Management Responsibility

  • Manage daily activities and support services of assigned staff to ensure effective efficiencies in compliance with corporate policies and procedures.
  • Plan, organize and control policies and programs encompassing employment and staff functions.
  • Provide management guidance and control for the efficient utilization of human resources to include assignment, performance and training of department.
  • Represent the recruiting organization to program leadership on all staffing related issues.

Experience
Typically fifteen years experience working with Human Resources with a minimum of 7 years in recruiting & employment. Five (5) years management preferred with 5 years in the defense service industry desired.

Education
Bachelors Degree in an associated discipline. Masters preferred. Two (2) years experience in human resources may be substituted for each year of the four (4) years of college.
