Description :

Principle Accountabilities:

  • Manage Dyn-Corp International's employment operations.
  • Regulate hiring policies and procedures within corporate and national standards.

Responsibilities Include:

  • Conduct market analysis to identifies outside sources of candidates and market trends.
  • Directs the design and placement of employment advertising and job fairs and measure effectivness.
  • Ensures adherence to OFCCP, federal, state and local regulations governing the employment process.
  • Develops and delivers resources to insure a timely/quality response to internal customer recruiting, sourcing and transfers.
  • Investigates and recommends improvements for the Strategic alignment for recruiting and hiring.
  • Ensures compliance with company policies and procedures and other practices set forth by upper management directives.
  • Work in coordination and provide operational support to the Recruiter Manager.
  • Manage and support the Recruiting Center operations to include internal processes, budget and subcontracts.
  • Supervise direct reports - Direct supervision to the operational staff.
  • Maintain Staffing HRIS system and liaison to corporate on current and future systems and enhancements.
  • Maintain department news letter.
  • Manager operating budget.
  • Department oversight for all SOP documentation and processes.
  • Maintain department P.O.'s
  • Manager all vendor/supplier management.
  • Manage department facilities and IT infrastructure.
  • Represent departmental activities and meetings related to operational issues.
  • Provides critical assessment of operational performance, work flow analyses, metrics and processes to management.
  • Monitor monthly progress against staffing related goals, and recommend actions to address deficiencies.
  • Serve as business unit point of contact with HR Plus, Inc. for pre-employment background check completions.

Knowledge & Skills:

  • Knowledge of federal, state and local regulations and laws.
  • Proficient in Microsoft applications (Word, Excel, Access).
  • Working knowledge of Human Resources Information Systems (HRIS).
  • Excellent communication, effective leadership and interpersonal skills.
  • Expertise in developing Standard Operation Procedures.


Management Responsibility:

  • Manages daily activities and support services of assigned staff to ensure effective compliance with corporate policies and procedures.
  • Plans, organizes and controls policies and programs encompassing employment and staff functions.
  • Provides management guidance and control for the efficient utilization of human resources to include assignment, performance and training of department.

Experience: 
Typically 15 years experience working in HR/Recruiting. Seven (7) years management and five (5) years Recruiting experience preferred.

Education:
Bachelor's degree in an associated discipline. Two (2) years experience in human resources may be substituted for each year of the four (4) years of college.
